If the brand is thin, we tidy it as part of the design — exact colour values, a type pairing that stays readable at 14px on a phone, and a consistent treatment for photos — and you keep those files whatever happens next.

Both, in one project, which is why the design never arrives as a PDF nobody can build. If you already have a developer and only want the design, say so at scoping and we quote the design phase on its own. Either way you get the working files, not flattened images.
